Holland College is named after British Army engineer and surveyor Captain Samuel Holland and was formed in 1969 by the government of Prince Edward Island as a result of the education reform policy pursued as part of the Comprehensive Island Development Plan, which provides for the closure of two higher education institutions of the University of St. Dunstan and Prince of Wales College.
